防藍光眼鏡、Mon貼是智商稅嗎?
藍光對眼睛的傷害
• 藍光是可見光,自然光中也存在,電子設備的藍光劑量較低,其傷害與使用習慣、暴露時間、光度調校相關。
• 高劑量、高濃度且長時間接觸藍光,會影響眼睛的黃斑部(視網膜中感光細胞最集中的區域,負責清晰視物),可能導致視物不清、視野中間模糊,嚴重時會出現中心視野缺失。
電子設備使用對眼睛的其他傷害
• 眨眼次數減少:聚精會神使用電子設備時,每分鐘眨眼次數從正常的15次降至約5次,導致眼睛乾澀、疲勞。
• 睫狀肌緊張:長時間近距離視物,眼睛睫狀肌長期緊繃,易引發不適甚至頭痛。
• 乾眼症風險:眨眼少會引發乾眼症,可能導致視物模糊、角膜受損,進而增加發炎和永久視力損失的風險。
• 昏暗環境影響:昏暗環境下瞳孔放大,電子設備光線進入眼睛的能量更高,易產生眩光,且藍光累積傷害更大。
正確的使用與護眼建議
• 光度與背景:利用設備自動調校系統,使光度適應環境;暗環境中避免強光刺激。
• 距離控制:看手機、看書時,距離目標約40釐米為宜。
• 防藍光產品:防藍光眼鏡和屏幕貼有一定作用,能減少刺眼感和累積傷害,眼鏡的防護範圍比屏幕貼更廣。
• 防偷窺貼問題:會降低影像清晰度,導致視覺疲勞,還可能因固定觀看姿勢引發頸部不適。
• 葉黃素補充:目前無足夠科學證據表明其能抵御藍光照,僅對有黃斑病風險的人群可能有一定黃斑保護作用,健康人群無需為防藍光特意補充。
• 近視防控:藍光不會直接導致近視,但長期近距離視物(包括使用電子設備、看書等)會影響眼球發育,尤其對兒童,應多進行戶外活動。

contact lenses. Attendees will gain valuable insights into optimizing treatment plans to

Dear Enrolled Health Care Providers,
We refer to your enrolment in the Health Care Voucher Scheme (“HCVS”), and the “HCVS Definitions, and Terms and Conditions of Agreement” (“the Agreement”) made by the Government with you and your Associated Organization. Expressions used in this letter have the same meanings assigned to them under the Agreement.
We would like to inform you that the Supplementary Medical Professions (Amendment) Bill 2025 has been published in the Gazette and came into effect on 25 July 2025. In this connection, pursuant to Clause 68 of the Agreement, notice is hereby given that amendments will be made to the Agreement as detailed in the Annex with effect from 25 July 2025. You are advised to visit the HCVS website (www.hcv.gov.hk) to view and download the updated Agreement and Proper Practices starting from that day for reference and compliance.

Annex
I. PREAMBLE
Amendment of Preamble (B)(g), (h), (i), (j) and (k)
(B) Categories of Health Care Providers –
- a medical laboratory technologist registered under the Allied Health Professions Ordinance (Cap. 359) who holds a valid practising certificate issued under that Ordinance;
- an occupational therapist registered under the Allied Health Professions Ordinance (Cap. 359) who holds a valid practising certificate issued under that Ordinance, and listed on the Primary Care Directory;
- a physiotherapist registered under the Allied Health Professions Ordinance (Cap. 359) who holds a valid practising certificate issued under that Ordinance, and listed on the Primary Care Directory;
- a radiographer registered under the Allied Health Professions Ordinance (Cap. 359) who holds a valid practising certificate issued under that Ordinance;
- an optometrist registered under the Allied Health Professions Ordinance (Cap. 359) (in Part I of the register) who holds a valid practising certificate issued under that Ordinance;
II. DEFINITIONS
Deletion of Definition of “SMPO” under Item 2 (Definitions)
2. Transaction Documents
“SMPO” means the Supplementary Medical Professions Ordinance (Cap. 359);
III. TERMS AND CONDITIONS
Amendment of Clause 2
- The EHCP and his Associated Organization shall inform HCVD immediately of any changes in any information or document submitted to the Government in relation to the HCVS (including any information contained in the Application Form submitted by the EHCP). An EHCP who is a registered medical practitioner within the meaning of the Medical Registration Ordinance (Cap. 161), a registered dentist within the meaning of the Dentists Registration Ordinance (Cap. 156), an occupational therapist registered under the Allied Health Professions Ordinance (Cap. 359) or a physiotherapist registered under the Allied Health Professions Ordinance (Cap. 359) must be listed on the Primary Care Directory (or if not so listed, must enrol in the Primary Care Directory at the same time of submission of the Application Form in relation to the HCVS) in order to be enrolled in the HCVS. Registered medical practitioner, registered dentist, registered occupational therapists and registered physiotherapist enrolled in the HCVS must remain to be listed on the Primary Care Directory in order to remain in the HCVS.
Amendment of Clause 4(g), (h), (i), (j) and (k) (Termination and Expiry)
- (g) where the EHCP is enrolled in the HCVS in the capacity of a medical laboratory technologist registered under the Allied Health Professions Ordinance (Cap. 359), the EHCP ceases to be so registered or is suspended from practising as such a registered medical laboratory technologist;
(h) where the EHCP is enrolled in the HCVS in the capacity of an occupational therapist registered under the Allied Health Professions Ordinance (Cap. 359), the EHCP ceases to be so registered or is suspended from practising as such a registered occupational therapist;
(i) where the EHCP is enrolled in the HCVS in the capacity of a physiotherapist registered under the Allied Health Professions Ordinance (Cap. 359), the EHCP ceases to be so registered or is suspended from practising as such a registered physiotherapist;
(j) where the EHCP is enrolled in the HCVS in the capacity of a radiographer registered under the Allied Health Professions Ordinance (Cap. 359), the EHCP ceases to be so registered or is suspended from practising as such a registered radiographer;
(k) where the EHCP is enrolled in the HCVS in the capacity of an optometrist registered under the Allied Health Professions Ordinance (Cap. 359) (in Part I of the register), the EHCP ceases to be so registered or is suspended from practising as such a registered optometrist;
Amendment of Clause 5(f) (Termination and Expiry)
- (f) in the case of an EHCP being a registered medical practitioner within the meaning of the Medical Registration Ordinance (Cap. 161), a registered dentist within the meaning of the Dentists Registration Ordinance (Cap. 156), an occupational therapist registered under the Allied Health Professions Ordinance (Cap. 359) or a physiotherapist registered under the Allied Health Professions Ordinance (Cap. 359), he is not or has ceased to be listed on the Primary Care Directory.
Amendment of Clause 48 (Information and Keeping of Records)
- The EHCP shall keep the Government immediately informed of any changes or proposed changes to his status as a person registered under the relevant legislation or with the relevant healthcare professional body accredited under the Accredited Registers Scheme. In the case of an EHCP being a registered medical practitioner within the meaning of the Medical Registration Ordinance (Cap. 161), a registered dentist within the meaning of the Dentists Registration Ordinance (Cap. 156), an occupational therapist registered under the SMPO or a physiotherapist registered under the SMPO, such EHCP shall keep the Government immediately informed of any changes or proposed changes to his status as a person listed on the Primary Care Directory, by which he is entitled to enrol in the HCVS.

I. 序言

(B) 醫療服務提供者的類別如下:
- 醫務化驗師,根據《專職醫療業條例》(第359章)註冊,持有根據該條例發出的有效執業證明書;
- 職業治療師,根據《專職醫療業條例》(第359章)註冊,持有根據該條例發出的有效執業證明書,及載列於基層醫療指南;
- 物理治療師,根據《專職醫療業條例》(第359章)註冊,持有根據該條例發出的有效執業證明書,及載列於基層醫療指南;
- 放射技師,根據《專職醫療業條例》(第359章)註冊,持有根據該條例發出的有效執業證明書;
- 視光師,根據《專職醫療業條例》(第359章),於註冊名冊第I部分註冊,並持有根據該條例發出的有效執業證明書;
III. 條款和條件
條款第2條的修訂
- 如就醫療券計劃(包括該已登記醫療服務提供者所提交的申請表格所載的任何資料)所提交予政府的任何資料或文件有任何變更,該已登記醫療服務提供者和其相關機構,均須即時通知醫療券事務科。已登記醫療服務提供者如屬《醫生註冊條例》(第161章)所指的註冊醫生、《牙醫註冊條例》(第156章)所指的註冊牙醫、根據《專職醫療業條例》(第359章)註冊的職業治療師或根據《專職醫療業條例》(第359章)註冊的物理治療師,必需加入基層醫療指南 (或如未載列於基層醫療指南,則必需於在遞交有關醫療券計劃的申請表格時,同時登記加入基層醫療指南),才可參加醫療券計劃。註冊醫生、註冊牙醫、註冊職業治療師及註冊物理治療師必須維持載列於基層醫療指南才可維持參與醫療券計劃。
條款第4(g)、(h)、(i)、(j)及(k)條的修訂(關於「終止及期滿」)
- (g) 如該已登記醫療服務提供者是根據《專職醫療業條例》(第359章)註冊,以一名醫務化驗師的身分登記參加醫療券計劃,但該已登記醫療服務提供者被終止該項註冊,或暫停執業為一名註冊醫務化驗師;
(h) 如該已登記醫療服務提供者是根據《專職醫療業條例》(第359章)註冊,以一名職業治療師的身分登記參加醫療券計劃,但該已登記醫療服務提供者被終止該項註冊,或暫停執業為一名註冊職業治療師;
(i) 如該已登記醫療服務提供者是根據《專職醫療業條例》(第359章)註冊,以一名物理治療師的身分登記參加醫療券計劃,但該已登記醫療服務提供者被終止該項註冊,或暫停執業為一名註冊物理治療師;
(j) 如該已登記醫療服務提供者是根據《專職醫療業條例》(第359章)註冊,以一名放射技師的身分登記參加醫療券計劃,但該已登記醫療服務提供者被終止該項註冊,或暫停執業為一名註冊放射技師;
(k) 如該已登記醫療服務提供者是根據《專職醫療業條例》(第359章)於註冊名冊第I部分註冊,以一名視光師的身分登記參加醫療券計劃,但該已登記醫療服務提供者被終止該項註冊,或暫停執業為一名註冊視光師;
條款第5(f)條的修訂(關於「終止及期滿」)
- (f) 在已登記醫療服務提供者屬《醫生註冊條例》(第161章)所指的註冊醫生、《牙醫註冊條例》(第156章)所指的註冊牙醫、根據《專職醫療業條例》(第359章)註冊的職業治療師或根據《專職醫療業條例》(第359章)註冊的物理治療師的情況下,他並非或已停止載列於基層醫療指南。
條款第48條的修訂(關於「資料及記錄備存」)
- 該已登記醫療服務提供者是根據相關條例註冊或註冊於認可註冊計劃認可的相關醫療專業團體,因而符合資格登記參加醫療券計劃。如該已註冊的身分有任何變動或擬議變動時,該已登記醫療服務提供者須即時通知政府。在已登記醫療服務提供者屬《醫生註冊條例》(第161章)所指的註冊醫生、《牙醫註冊條例》(第156章)所指的註冊牙醫、根據《專職醫療業條例》(第359章)註冊的職業治療師或根據《專職醫療業條例》(第359章)註冊的物理治療師的情況下,該已登記醫療服務提供者亦載列於基層醫療指南,因而符合資格登記參加醫療券計劃。如其載列於基層醫療指南的身分有任何變動或擬議變動時,該已登記醫療服務提供者亦須即時通知政府。

另外,為配合《條例》生效,政府設立電子學習平台,為相關專業人員提供培訓、參考資料及資訊。社會福利署聯同相關決策局及政府部門舉辦的「保護兒童網上課程」,旨在協助相關專業人員及早識別和處理虐待兒童個案。
保護兒童網上課程
保護兒童網上學習平台備有網上自學課程及網絡研討會。網上自學課程分為兩個單元,每個單元約3個小時。參加者可以按自己的時間及透過自主學習,以靈活方式完成所需培訓。完成課程後,參加者如在課後測驗中得分達90%或以上,將可獲發電子證書。
「單元一」已於2024年2月底推出,提供有關保護兒童的基本知識。「單元二」內容涵蓋與新訂法例相關的法律和舉報事宜的基本知識。
網上自學課程 – 單元二
單元二共有五個章節,內容涵蓋《條例》的主要內容、常見的情境分析、《強制舉報虐者指南》簡介、舉報程序及舉報後的跟進等。為配合參加者的學習進程,單元二分為三個部分,分別為甲部、乙部及丙部,並分階段自2025年7月底至8月底推出。甲部於2025年7月29日上午10時開始推出。

You are cordially invited to participate in the Child Protection Online Training! Please also disseminate the following message to all mandated reporters within your organisation!
Background
The Mandatory Reporting of Child Abuse Ordinance (the Ordinance) will come into effect on 20 January 2026. To ensure that all mandated reporters are well-prepared to fulfill their legal responsibilities in identifying and reporting suspected cases of serious child abuse, the Social Welfare Department has published the Guide for Mandated Reporters (“the Guide”). To dovetail with the commencement of the Ordinance, the Government also set up an e-learning platform to provide training, reference materials and information for the relevant professionals. The Child Protection Online Training coordinated by the Social Welfare Department in collaboration with the relevant bureau and government departments aims at enhancing the relevant professionals’ capacity for early identification and handling of child abuse cases.
Child Protection Online Training (CPOT)
The CPOT comprises online self-learning training and webinars. Online self-learning training consists of two modules and each module takes about 3 hours. The participant can, according to his/her own time and through self-directed learning, complete the required training in a flexible manner. An E-certificate will be issued when the participant has achieved a score of 90% or higher in the post-course quiz.
Module 1 of the online self-learning training was launched in February 2024 to provide training on the basic knowledge on child protection. Module 2 covers the basic knowledge on the relevant legal and reporting matters relating to the new legislation.
Module 2 of Online Self-learning Training
The module is composed of five chapters. Its content covers the key content of the Ordinance, analyses of some common scenarios, brief introduction of the Guide for Mandated Reporters, reporting procedures, and follow-up after reporting etc. To allow the participants complete the training step-by-step, Module 2 (Part A, B and C) will be rolled out in phases starting end of July to end of August 2025. Part A will be launched at 10am on 29 July 2025 and onward.

鑽石山浸信會舉行長者眼睛健康檢查服務
鑽石山浸信會舉行長者眼睛健康檢查服務
香港光學會聯同香港醫療援助會,於2025年7月19日(星期六)在鑽石山浸信會舉行長者眼睛健康檢查服務,旨在提升社區對長者眼科健康的關注。當日活動順利舉行,共有超過40位長者接受專業的眼睛健康檢查及視力測試。
是次活動由香港醫療援助會執行總監陳英儀女士和會董黃錦泉先生的帶領,並獲副會長陳莉珊女士、秘書沈旭昇先生及顧問嚴國斌先生鼎力協助,展現團隊合作精神。檢查過程中提供細緻專業的護眼建議,令長者受益匪淺。
活動結束後,香港光學會會長鍾致力博士聯同香港醫療援助會執行總監陳英儀女士,以及一眾會董及顧問一同合照留念,紀錄這次有意義的公益活動。
