 第二周期持續專業發展計劃修訂安排

視光師管理委員會已批准第二周期持續專業發展計劃的修訂，現特函通知相關事宜。

第二周期（2024 至2027年度）現修訂於2026年6月30日結束；修訂後的第二周期持續專業發展計劃學分要求減少至15分；現行信譽制度將繼續適用於第二周期的持續專業發展學分申報。

背景

2.在專職醫療業管理局（下稱「管理局」）及視光師管理委員會批准下，持續專業發展計劃自2021年7月1日起實施。第二周期已於2024年7月1日展開（緊接第一周期完結後），原定於2027年6月30日結束。推行計劃的目的旨在鼓勵視光師能與時並進，通過計劃持續進修視光學專業知識與技術，並緊貼其專業的最新發展，從而提升專業服務質素。每一個持續專業發展計劃周期為期三年，註冊視光師須於每3年的周期內獲取30個持續專業發展學分。倘若註冊視光師未能遵從有關規定，或被視為專業失當，有機會構成違反《專業守則》情況（亦稱為「與專業守則掛勾」的持續專業發展計劃）。

3.根據2025年7月25日政府憲報公佈，香港法例第359章《專職醫療業條例》的修訂法案已於同日生效。根據第16（2A）條，管理局可決定持續專業發展的規定，並訂明該要求將成為續領執業證明書的條件之一（亦稱為「與執業證明書掛勾的持續專業發展計劃）。

4.根據修訂後法例，2025年7月25日或之後簽發的執業證明書有效期由1年改為3年。大多數註冊視光師將於2026年7月1日起獲發3年有效期的執業證明書（1年有效期執業證明書即與第二周期持續專業發展計劃同時完結）。

縮短第二周期持續專業發展計劃的安排

5. 管理局計劃於2026年7月1日實施與「與執業證明書掛勾」的持續專業發展計劃。為確保順利過渡，視光師管理委員會決定縮短第二周期持續專業發展計劃，提早於2026年6月30日結束。

6.有關第二周期的持續專業發展計劃的學分要求，視光師管理委員會決定註冊視光師僅須於2024年7月1日至2026年6月30日期間獲取15個學分，以達致專業發展與臨床實踐需求。第一周期所採用的信譽制度將繼續適用於第二周期的學分申報。註冊視光師只須於2026年6月30日或之前續領執業證明書時，向秘書處申報其持續專業發展計劃的學分。

Modification of the Second

Continuing Professional Development (CPD) Cycle

This letter serves to provide you an important update regarding the modification

of the second cycle of Continuing Professional Development ("CPD cycle") scheme, as approved by the Optometrists ("OP") Board in ensuring paragraphs.

Key Upadates:

1. The second CPD Cycle (2024-2027) is being modified to end on 30 June 2026.
2. CPD point requirement reduced to 15 points for the modified second CPD cycle.
3. Existing honor system maintained for declaration of second CPD cycle.

Background

2. Following the endorsement of the Allied Health Professions Council ("the Council") and the Optometrists Board, the CPD scheme has been implemented since 1 July 2021. The second CPD cycle commenced on 1 July 2024 immediately after the completion of the first CPD cycle, with an original end date of 30 June 2027.

Through CPD, optometrists will be able to keep pace with rapid advances in optometry in terms of knowledge, skills and practical experience for the provision of professional service. An attainment of 30 CPD points in each 3-year cycle is required.

Non-compliance may be considered professional misconduct, constituting a breach of the Code of Practice (i.e. CoP-linked CPD).

3. As promulgated by the Government Gazette on 25 July 2025, the Amendment Bill of the Allied Health Professions Ordinance, Cap.359 of Hong Kong Law commenced on the same date. Pursuant to section 16(2A), the Council could determine the requirement regarding CPD which will become one of the conditions of renewing practicing certificates (i.e. Practising cert-linked CPD).

4. Furthermore, the validity period of practising certificate issued on or after 25 July 2025 has been changed from 1 year to 3 years. The majority of the registrants will receive their 3-year practising certificates starting from 1 July 2026 (coinciding with the end of 2nd year of the second CPD cycle.

5. The Council has indicated its intention to implement the "Practising cert-linked

CPD" on 1 July 2026. For the sake of smooth transition, the OP Board has resolved to abbreviate the second CPD cycle, ending it on 30 June 2026.

6. Concerning the CPD points requirement, the OP Board has determined that registrants need only accumulate 15 CD points between 1 July 2024 and 30 June 2026 balancing professional development with clinical practice demands. Consistent with the first CPD cycle, an honour system remains in place. Registrants are only required to declare their CPD attainment during the renewal of their practising certificates by 30 June 2026.
