背景

《強制舉報虐待兒童條例》將於2026120日實施。為確保所有強制舉報者能充分準備履行其法律責任,及時識別和報告疑似嚴重兒童虐待個案,社會福利署已發布《強制舉報者指南》(下稱「指南」)。此指南可於以下連結查閱:

另外,為配合《條例》生效,政府設立電子學習平台,為相關專業人員提供培訓、參考資料及資訊。社會福利署聯同相關決策局及政府部門舉辦的「保護兒童網上課程」,旨在協助相關專業人員及早識別和處理虐待兒童個案。

保護兒童網上課程

保護兒童網上學習平台備有網上自學課程及網絡研討會。網上自學課程分為兩個單元,每個單元約3個小時。參加者可以按自己的時間及透過自主學習,以靈活方式完成所需培訓。完成課程後,參加者如在課後測驗中得分達90%或以上,將可獲發電子證書。

「單元一」已於20242月底推出,提供有關保護兒童的基本知識。「單元二」內容涵蓋與新訂法例相關的法律和舉報事宜的基本知識。

網上自學課程 – 單元二

單元二共有五個章節,內容涵蓋《條例》的主要內容、常見的情境分析、《強制舉報虐者指南》簡介、舉報程序及舉報後的跟進等。為配合參加者的學習進程,單元二分為三個部分,分別為甲部、乙部及丙部,並分階段自20257月底至8月底推出。甲部於2025729日上午10時開始推出。

Invitation to Child Protection Online Training
(Online Self-learning Training – Module 2)

You are cordially invited to participate in the Child Protection Online Training! Please also disseminate the following message to all mandated reporters within your organisation!

Background

The Mandatory Reporting of Child Abuse Ordinance (the Ordinance) will come into effect on 20 January 2026. To ensure that all mandated reporters are well-prepared to fulfill their legal responsibilities in identifying and reporting suspected cases of serious child abuse, the Social Welfare Department has published the Guide for Mandated Reporters (“the Guide”). To dovetail with the commencement of the Ordinance, the Government also set up an e-learning platform to provide training, reference materials and information for the relevant professionals. The Child Protection Online Training coordinated by the Social Welfare Department in collaboration with the relevant bureau and government departments aims at enhancing the relevant professionals’ capacity for early identification and handling of child abuse cases.

Child Protection Online Training (CPOT)

The CPOT comprises online self-learning training and webinars. Online self-learning training consists of two modules and each module takes about 3 hours. The participant can, according to his/her own time and through self-directed learning, complete the required training in a flexible manner. An E-certificate will be issued when the participant has achieved a score of 90% or higher in the post-course quiz.

Module 1 of the online self-learning training was launched in February 2024 to provide training on the basic knowledge on child protection. Module 2 covers the basic knowledge on the relevant legal and reporting matters relating to the new legislation.

Module 2 of Online Self-learning Training

The module is composed of five chapters. Its content covers the key content of the Ordinance, analyses of some common scenarios, brief introduction of the Guide for Mandated Reporters, reporting procedures, and follow-up after reporting etc.  To allow the participants complete the training step-by-step, Module 2 (Part A, B and C) will be rolled out in phases starting end of July to end of August 2025.  Part A will be launched at 10am on 29 July 2025 and onward.

背景

 

政府於二零二三年六月十四日將《強制舉報虐待兒童條例草案》提交立法會審議,以期透過建立強制舉報機制,促使及早發現和盡快介入懷疑虐兒個案,達致保護兒童的政策目標。為配合《條例》生效,政府設立電子學習平台,為相關專業人員提供培訓、參考資料及資訊。

 

社會福利署聯同相關政府局/部門及公共機構,包括教育局、衞生署及醫院管理局等舉辦的「保護兒童網上課程」旨在提升及早識別和處理懷疑虐待兒童個案的能力。

 

網上自學課程

 

網上自學課程分為兩個單元。「單元一」涵蓋保護兒童的基本知識,「單元二」涵蓋與新訂法例相關的法律和舉報事宜的基本知識。兩個單元將分別在《強制舉報虐待兒童條例草案》通過成為法例之前和之後分階段推出。

 

每個網上自學課程單元需時約3小時。參加者可以按自己的時間及透過自主學習,以靈活方式完成所需培訓。完成課程後,參加者如在課後測驗中得分達90%或以上,將可獲發相關單元的電子證書。

 

網絡研討會

 

設有不同專題的網絡研討會將會按月舉行,為專業人員提供增潤課程,進一步提升其處理懷疑虐待兒童個案的能力,並了解其他專業人員的工作,以促進跨專業合作。參加者可以於指定時間參與研討會,每場研討會約1小時30分;亦可以透過網上重溫參加研討會專題研習。有關網絡研討會的安排,請留意稍後網上公佈。

Background

 

The Government introduced The Mandatory Reporting of Child Abuse Bill (the Bill) to the Legislative Council on 14 June 2023, with a view to facilitating early identification and handling of child abuse cases through the mandatory reporting of child abuse regime, aiming to achieve the policy objectives of child protection. To dovetail with the commencement of the ordinance, the Government set up an e-learning platform to provide training, reference materials and information for the relevant professionals.

 

The “Child Protection Online Training” coordinated by the Social Welfare Department in collaboration with the relevant government bureaux/departments and public organisation, including the Education Bureau, Department of Health and Hospital Authority, etc., aims at enhancing the relevant professionals’ capacity for early identification and handling of suspected child abuse cases.

 

Online Self-learning Training

 

Online Self-learning Training consists of two modules.  Module 1 covers basic knowledge of child protection and Module 2 includes basic knowledge on relevant legal and reporting issues relating to enactment of the new legislation.  The two modules will be rolled out in phases before and after the enactment of the Bill.

 

Each module of the Online Self-learning training takes about 3 hours. The participant can, according to his/her own time and through self-directed learning, complete the required training in a flexible manner. An E-certificate will be issued in respect of each module for which a participant has achieved a score of 90% or higher in the post-course quiz.

 

Webinar

 

The webinars incorporated different thematic topics will be held monthly, providing the professionals with enrichment programme to further enhance their capacity for early identification and handling of suspected child abuse cases; and to understand the work of other professionals with a view to promoting multi-disciplinary collaboration. Participants can join the webinar at the designated time and each webinar takes about 1 hour and 30 minutes, or participate in thematic study of the webinar through archives. For the arrangement of the webinar, please refer to the online announcement later.

香港理工大學眼科視光學診所為一所臨床教學診所,除支援教學及視覺科研工作外,同時亦為香港市民提供眼睛護理服務,包括兒童視覺服務。兒童的視力及雙眼協調能力於初生至八歲期間迅速發展,視力不足(弱視)或雙眼協調異常(如斜視)等視覺問題有機會對學習、社交及運動發展造成不良影響。

眼科視光學診所兒童視覺部推出一系列探討兒童常見的眼睛問題的影片,從而提升大眾對兒童眼睛健康的關注和了解及早預防的重要性。

The Optometry Clinic of the Hong Kong Polytechnic University is a clinical teaching clinic. Apart from supporting teaching and research in visual development, it also provides eye care services to the general public in Hong Kong, including children's visual service. Children's vision and binocular coordination develop rapidly during the age of newborn to eight years old. Hence, visual problems such as inadequate vision (amblyopia) or binocular coordination abnormalities (e.g. strabismus) would have an adverse effect on their learning experience, social and sports development.

The Children's Vision Department of the Optometry Clinic has launched a series of videos on children's common eye problems that aimed to raise public awareness of children's eye health and the importance of early prevention.
